I helped and 4th grader build a German destroyer using foamcore frames, and chip board. Chipboard is a thin cardboard available at most art stores. It costs something like 75 cents for a 23"x36"x.025" sheet. We later fiberglassed the hull for strength and water sealing. Balsa wood or thin plywood is always an option.

i would use marine modeling ply on a balsa or ply frame :). my warship is marine ply covered in plasticard sheet for waterproofing :)
