I read a review that said that the motors are very under powered, and that you have to use the NiCad's because of weight balance... i kind of want to be able to use NiMH (i do not think i am experienced enough to look at lipos yet)

NO NO. This one is only $75 because it does NOT have fans. It comes with EDP-300H which means it is a twin pusher prop version. The 300 ducted fan version sells for $82.25.
