i am having trouble setting up my governer on my hawk. i have a futaba 9chp pcm recever and the 3151 servo. i have gone though all the setup instructions and calabrations. all worked as it should. when i started it up in idle norm the gov has a 0% epa. on idle 1 i set 65% and 75% on idle 2. it ran fine in norm at 25% collective the green light came on and the engine ran fine. when i went to idle 1 the RPM started to fluctuate up and down. the same in idle 2. i changed the epa. the problem got worse as i raised the number and when i lowered it to 22-25 i sounded fine but the RPM was way to high. the lower the epa the higher the RPM in idle 2 and 1. what could be the issue?
