Hi Tom,
In the ModelBoat plans service there's a plan of the Screwdriver by P.Simmons, I'm building a enlarged version (51") for a 25cc Homelite with surface drive.
There are a few pictures of the current building stage in my Gallery on RC-Universe.
For the plans in the link, you should be able to google up a DFX viewer.
Regards, Jan.

I have put this on other forums about the plans at "ibuildrc". The guy that made the larger plans is on Jims boat dock, he has them available as a PDF as well.
I and others have built the boat and are quite happy with it. The guy that did the first plan heat races with the boat at around 50mph.
The thread you are looking for is " Scratch Building a Shallow mono..." under the pics forum. This is a good build thread. There is also a build thread on RCU from "mrchilly", this is the boat pictured with its' maker on "ibuildrc".
Otherwise I think I first opened the .DXF in either Corel draw or Illustrator, other than that you need a .DXF viewer, check the web.
My version, with raised freeboard and cowl:
