Tip is signal
Housing is ground
That's the case for European JR vesrions.
In all JR transmitters sold in the US, tip is ground and base is signal!
In any case, you can swap them later...

but can someone tell me if that's for serial? or the printer port?

Over here in the UK we have the same TX but its called a 3810. On this version the tip of the 3.5mm plug is the PPM signal with the shaft being the ground. It makes no odds as you can simply swap the connection if you get no signal.
but can someone tell me if that's for serial? or the printer port?
You need better glasses - it states in big bold letters SERIAL :)

How have you wired the 3.5mm plug, center signal or center gound ? - have you removed the transmission module from the back of the TX, and you may find you need to have the T turned off. Have you built that transistor interface shown in the above link, this is different from the one for Futaba / Hitec / Airtronics as the PPM signal from the JR is reversed (ie the signals go from 0 - +ve rather than +ve - 0 volts) -
Does your PC have a USB port ? - if so maybe a USB interface would be your better option. I've built several for friends and fellow flyers and, as yet, never had a report of one not been compatable with any TX. Have a look at my website if you're interested, or if you have a PIC programmer then download the code an schematics from my other site http://www.rc-electronics.net I also have the code and schematic for a PIC serial interface which might be a cheaper option for you, drop me an e-mail if you get stuck.

ok, i give up. i will just have to buy one, programing and soldering and everything is getting to my small brain. i will buy a USB interface
here's the link... http://www.helihobby.com/html/fms_interfaces.html
will this work w/ aerofly pro w/ the orignal dongle? it is the same as the one on aerofly?

Man - those glasses arn't working are they :)
Featuring a USB plug for easy installation into your PC, it is also compatible with most joystick operated flying simulators
If you have the original AFP dongle then yes it should work as I think AFP supports secondry windows joysticks. It will also work with RFG2 (non interlink) and as it says on the web site "any joystick operated simulator" which will include FMS
