What are you trying to spec? Size, performance, a new design? The spec is a function of what you want to purchase.
For starters as a minimum you need to list the following things you want:
Specify size, if a scale model what's it suposed to look like
Hull construction material
Type of motor or engine; gas, electic, diesel, nuclear?
Propulsion, props thrusters airboat.
Range of radio
running duration
floation if flooded
Have to know the purpose befor you write a spec.

Are you spec'ing a
Sailboat? you want a mast and sail cloth...
Gas or Nitro Boat? Need an engine throw out the sails and mast...
Electric boat? Throw out the engine get an electric motor and some batteries...
Submarine? Gonna have to make everything water tight.
Of course if you just wanted to sail a Duck (http://www.stanshobbies.karoo.net/something_different.htm), you will need to pull the mast and sail out of the trash. :p
A watering can would be a completely different project...Was that yours Tony?
