Got my new radio and I am awaiting Reflex XTR.. What cable do I need to connect them?

You should have ordered Reflex XTR with the interface you need. The program is useless without it.

I bought a used interface but it doesn't have the Tx to dongle cable. Is it just an 1/8" mono cable?

This is what JR plug looks like (picture of actual JR trainer cord).

That simulator with JR plug should be fine.

Looks like an 1/8" mono cord from radio shack will work?

Be sure to check the Reflex site (http://www.reflex-sim.de) site menu, Support/Transmitter as you may have to rewire the cable to get it to work. Not sure whether you'll have to or not, because I'm not at all familiar with the JR line of radios and their designations/numbers, but just be aware that help is there if you need it.
