I built something similar on 27Mhz years ago, but not proportional.

Got about 3 watts out of it :D

the rf section is almost a standard and shouldn't cause any problems

the only slightly unusual bit is the 10pf cap from c to e of the bc109 xtal osc any comments anyone?????????
