Soldering flex shafts

Any suggestions for soldering the ferrel to the flex shaft? I am using low temp silver solder and flux, however, the solder doesn't want to take. Any tips or suggestions are greatly appreciated.

Clean the cable thoroughly with something like acetone, then do it again.
