Blimp advertising in Eastern European Country

I am from Romania - a Small SE European Country and I would like to start a small business on advertising. I've made a SWAT analysis on the Romanian market and the results are very convincing. In order to predict the costs for this investment I would like to ask you for help. I am searching for an outdoor RC blimp and I would like to know if there are European manufacturers for it. I also need any informations related to the skills needed in order to fly it .
