That first car, the Williams, it states only "10 MPH"... that's pretty dang
slow. That's a leisurely pace on a bike, or a quick jogging pace. That
second car doesn't sound much different by the specs, except it claims a
much higher speed... so I'm wondering if that speed is only attainable when
plunging from a cliff or something similar.
To your original question- No question, Nitro/gas has a much higher speed
potential, but that's not to say that some of the fastest Electrics can't
outrun some slower Nitro's. The electric's problem is having the battery
power to drive a powerful motor requires a big battery. The bigger the
battery, the more it weighs, the more it'll slow the car down. So battery
size is limited. Nitro engines, from tiny to quite large all run simply on
a liquid fuel. This fuel does not increase in weight when used in a larger
more powerful engine (though the tank size tends to increase, but the weight
difference is nothing compared to increased battery size.
As for finding a F1/ CART style car, I can't help ya. It would be sweet to
see a nitro scale F1 car screaming around a scale track almost as loud as
the real deal.

For comparable vehicles gas is usually faster. However, if you were to dump
in as much money as possible electric would be faster but you would pay a
lot more for it. The proof is in the world records.

Junk.
Look for something nitro from Towerhobbies. They'll be faster than any
entry level electric car.
If you want to spend "Lots-O'-Money" (t) you can make an electric car just
as fast as nitro.

Just a small tip but if you are new to this and decide to go the nitro
route, don't concern yourself so much with speed. Why not? I think you'll
find a reasonable nitro car is far faster than you can handle if it's your
first rc car!!!
I jumped straight in with a 1/8 scale off roader with a .21" engine (pretty
much the largest for that scale). It is so quick, I think I broke it almost
every time I drove it for the first several outings! This thing can do
about 50mph...
