My paint keeps reacting with something on my boat. Any suggestions?

Sorry no I should have explained myself more.............
US One Meter - Wood Hull - As far as I can tell it only had white paint on
it
previously - I have tacked (with tack rag) before paint application.

I just don't like sraying it over wood. It never seems to dry. I think
they even bill it as more of a coating than actual paint.

It may be wax from the tack cloth. You could try wiping it down
with a clean cloth moistened with denatured alcohol before painting.
