Can anyone identify this swopmeet bargain?

I've asked this a while ago, but couldn't get a definitive answer in the Sports forum, so hopefully the collective brainstrust here in Vintage will supply the answer! :)

Clubmate Bob Kemp bought this at a recent swapmeet for the princely sum of 35 quid. It's big. Bob's fitted an Astro 40G on 16 cells, which hauls the 8¾lb model about quite easily.

Question is - what is it?

I agree with A10Driver it is the 'Scram' I have not had one but there have been a couple in our club.
