Horzizontal Stab Question

A question for you guys.

I've seen horz stab's that are flat slabs and others that have an airfoil. In general, what's the difference in flight? When and why would you use one style or the other? Advantages or disadvantages?

Flat is simple and cheap. For just putting around, ideal.
Streamlined works better, more difficult to build and install. Not required most of the time, but when performance counts, it's the way to go.
