Check with the railroad guys. I don't know if they have anything this size
but they may have something close. You'll have to look for figures like
mailmen, police and construction workers and then repaint them to look
right. I populated a Linburgh Blue Devil Destroyer with H.O. scale many
years ago. Not perfect sizing but close enough to look good.

2 years ago I also searched for crew figures for my robbe "S130". But
railroad equipment for size "0", scale 1:43 is very rare. My boat is
still without crew.

Do a google search for 1/43 figures, and you will get a bunch of hits...this is
a common collectors scale for cars, and you will find pit crews and such that
should be a good starting point for your crew figures.

Cordially,

Kurt

"O" scale figures are 1:48 scale and there are some variety of scale
figures especially metal ones at Oakridge hobbies.
