What determines the size of winglets on a flying wing? Are the a percentage of the wing area? Do larger winglets give more stability. I am not sure if I am calling them the right thing. I did a search for winglet size, and came up with nothing.

It depends on what you want from the plane.
I have a sloper wing which flies well in these configurations... no verticals, and two different locations, tip and center mounted..
The plane loses directional ability at slow speeds with no vertical, and does also loses it but at a slow airspeed with the verticals.
It's not a thermaller, so I have no feel for what might or might not work there.

I am trying to make a Mini Wally Wing (Walmart foam glider cores cut short) fly more stable. I did not put enough wing sweep in the plane, and I am afraid it will act unstable. I was hoping that a larger winglet would help stabilize it. Here is a picture.

I would pressume that if you has a quite long but low level winglet is would help some what but without adding to much weight... its probly just a trial and error thing though

I think, the winglets are like dihedral. So your wing may be over-stabilized and whip.
I would try an other shape: Triangles, not so high, but longer
