In the book Model Helicopter Aerobatics by Russ Deakin,it states:
"Main blade pitch is reduced and the model appearsto just float, so then you
reduce it further. The next thing you know the engine is at tick-over and
you are still waiting for the model to lose height."
What is meant by tick-over?

Another word for it you may know is 'Idle'.

....meaning, the engine is running so slow that it is no longer 'driving' the
rotors.
