Help Finding Balanceing Point

If my wing has a 18" cord and the ailerons are 5" wide. If I was to want to balance it at 33% would it be 33% of 18" or would it include ihe ailerons 18" + 5" = 23" The wing is straight and symmetrical airfoil

18" x .33 = 5.9" from the LE
23" x .33 = 7.59" from the LE

Aerodynamically, the aileron is an integral part of the airfoil. Therefore, it should be included in the chord measurment.
