I'm rebuilding an AF40 too. 4.5A is too high. It should be 2.5A and at
least under 3A. Sounds like you many have the timing reversed (just switch
the polarity and see if current goes down).
A few things could cause too much friction. The spring pressure is too
high, or the new brushes are causing too much friction, or the bearings are
dry or you misassembled something. I wouldn't fly it yet.

Seems high to me. You start at neutral, lowest amp
draw, highest rpm. Don't know what your power supply
is, but 2/3 the cell count expected to be used is a
good choice. For the 40 on 18 - 20 cells, use 12
cells. Don't dilly-dally while doing it. It gets a
bit hot.
