Since most governmental stuff is reationary , the city won't necessarily
prohibit an activity until after the accident.... Moral of the story ...If
you crash, don't hit an alderman or committee man's car, You will end up
on the wrong side of a campaign which will no doubt sound like you
imperiled the civilized world .... As usual , it's all in the spin ..
