Completely new to this myself and just building up a basic understanding.
Taking a look at the set-up some people have some people appear to list a
Governor. What is this device used for?

It regulates the Rotor speed by monitoring the engine RPM (using it's
knowledge of the models gear ratio to determine what engine rpm = what head
RPM) and working the throttle servo to maintain the desired RPM. Multiple
head speeds are set, so that when you flick into Idle-up 1 (Aerobatics
flight mode, for example) the head speed (rotor speed) is higher.
I have mine at : Normal flight mode 1450 rpm, Idle-up 1: 1750rpm, Idle-up
2: 1850rpm.

If you are only just starting out, a governor will be way down the list!! You
will be able to manage without one for some time yet.

You're welcome. It's not a necessity. Without one it means your
throttle/pitch curves need to be setup properly. They still need to be setup
properly anyway in case the Gov fails (and for other reasons, stick
switching being one). If you do get one, the Futaba GV-1 is widely accepted
as 'The Governor' (no pun intended).
p.s. where are Netlink based?

Netlink primarily based in Stockport but personally I am doing some
Consultancy work in Milton Keynes at the minute so am down here most of the
time and can also cover this area. Obviously if it was Internet services
(web/email hosting etc) you required then location is irrelevant.
