I am in a scratchbuilding mode, and I want to build something that has a sick roll rate. I'm talking snap rolls of many, many a second, is fun fly the term? what design contributions make for such a high speed roll rate, I know it's more than throw and airfoil, is it the weight being very centered, etc, what is needed to acheive such roll rates?

Low aspect ratio more than anything else. 3:1, or 4:1. Large ailerons.
Check the SIG FAZER for proportions.

Also a tapered wing will help with the roll rate.

tapered, ok... what about sweep? or does it matter?

The main effect of sweepback is to introduce yaw to roll coupling. This makes axial rolls more difficult to perform, somewhat like dihedral.
