Without further ado, you might want to check this out: http://paparazzi.enac.fr/wiki/Modems
In short, a safe bet would be the Aerocomm modem (AC4486) at 868MHz with 5mW TX power which under normal circumstances should provides 1000m+ range. Optionally the AC4868 drop-in replacement with 250mW TX power and the 10% duty cycle limitation (868MHz issue covered by Paparazzi url above).
Maxstream and XBee are equally well suited, however you will need to evaluate their behaviour once you hit the 10% duty cycle (e.g., will they transmit at 100% TX power and then stop working (6minute out of 1h) or just intermittently drop a packet to stay under the 10% TX duty cycle like the Aerocomm AC4868 does).
Cheers,

I've done pretty extensive testing on the Digi (formerly Maxstream) 868Mhz units and have concluded that they are more than sufficient for what I need - sending back position and some limited telemetry at about 1hz.
I've yet to test them in the air but am pretty confident that they will prove a great solutino based on my ground range.
