are we allowed to use RTF kits or we have to construct the UAV ourselves.....????

Umm are you refering to a competition of some kind possibly...?
The consensus for being a UAV is anything goes on the basis that it has no pilot in order to be airborne.
Yes a paper plane fits the bill surprisingly.

RTF airframes are fine RTF UAV's are not.
