need your opinion

I purchased this boat online the guy said it was new never ran these are the pictures of the barrel in the carb i'm a beginner and this guy has 30 years experience he said he might have over looked it but it was the first thing i saw when question about he said i was one of those hard to please people that i still got a good deal but the boat does not seam to run right.What is your opinion.

I know the pictures are not the best but on the edge it's all pited not smooth, edges are jaged

It looks like corrosion, and it has stained the barrel. It could very well be brand new, never run, and it has corroded from time. Take some steel wool or very, very fine sandpaper and clean it up and it should be fine.
