Some attention recently about TSA requiring muleskinners on a museum canal to have TWIC cards:

Bob Mattsson, on the Yahoo Tugs group, submitted this gem:

If a barge is being towed by two asses on an inland or outlandish waterway it must first of all go forward because ass backwards would create a problem without a turning basin. As far as having the correct papers goes I can understand the USCG’s concern. There have been a lot of asses not only sneaking into this country but also only learning how to take a barge away from the dock and not learning how to land them. Learning how to land a barge full of passengers is hard enough if you know what you are doing, but if you are an ass, why it is that much harder. Some worry about electronic copying of hoof prints, but again, I wouldn’t worry. I know a lot of asses that can sign their name. My big worry is the EPA. Once a study is done on the asses’ emissions I think they will be in big trouble. That may be the reason the ladies are leading instead of pushing them on from behind. These asses also leave a carbon footprint (or at least a couple of soft balls) that could also create a smelly problem with the DEC. Then there is the picture ID problem. Once an ass has the harness over their heads they all look alike to me. Some may take this lightly but two asses pulling a barge load of Ship High In Transit material could make quite a stink if not handled correctly. I for one want all asses’ background checked, recorded, photographed and made to pay the fee we have all become accustomed to. I say all this without any prejudice, as I am an ass myself.

Pat, I got a good laugh out of that. The whole TWIC thing has been nothing but a problem from the start, good to see a bit of humor about it.
